THE
UNITED STATES MILITARY GROUP (USMILGP) |
| The
United States Military Group (USMILGP) is the Security Assistance Office
(SAO) for the Department of Defense. Although administratively responsible
to the United States Southern Command (USSOUTHCOM), the MILGP is an integral
part of the country team and falls under the authority of the Chief of Mission.
The USMILGP is not located in the embassy and its main offices are located
on a compound near the international airport in Colonia Los Torres. The MILGP's mission is to effectively manage all security assistance programs to include Foreign Military Sales (FMS), International Military Education and Training (IMET), transfer of Excess Defense Articles (EDA), Foreign Military Financing (FMF), Global Peace Operations Initiative (GPOI) and any other activities involving U.S. military equipment sale, grant or transfer. Additionally, the MILGP is charged with conducting a far-reaching engagement program with the Honduran Armed Forces to include joint exercises, conferences, training, Subject Matter Expert Exchanges (SMEEs), and a wide variety of humanitarian assistance and disaster preparedness activities. Engagement events also focus on the professionalization and modernization of the Honduran Armed Forces, promotion of civil-military relations, enhancement of counter-narcotics efforts, regional cooperation and integration, and advancement of U.S. and Honduran military-to-military relations. All MILGP activities fully support country team goals and the Theater Security Cooperation Plan of USSOUTHCOM. Under Traditional CINC Activities (TCA) funding, the MILGP conducts an average of 55 engagement events involving over 300 Honduran military personnel with a budget of approximately $500,000 a year. Additionally, the IMET program trains almost 300 individuals and manages a budget of about $1.4 million. Most recently, the MILGP has been and remains heavily involved in the preparation and support of the Honduran troop Peacekeeping Operations contingent that most likely will deploy as part of the U.N. Mandated mission of MINUSTAH. In March, the MILPG and USSOUTHCOM will host Beyond the Horizons 08, a large Humanitarian Assistance Exercise which will provide training for U.S. military personnel and result in the construction of new schools and clinics in Honduras. To accomplish its missions, the MILGP works closely with other agencies at the U.S. Embassy, especially the Defense Attaché Office and the Political Section, and also with Joint Task Force Bravo at Soto Cano Air Base. The Commander of the USMILGP is also the designated U.S. Defense Representative (USDR) in Honduras. In addition to the commander, the MILGP includes the Army, Navy and Air Force Section Chiefs, a TCA Coordinator, two Non-Commissioned Officers, one DoD civilian, and six locally employed Honduran civilians. For administrative purposes, the Army Corps of Engineers and the USSOUTHCOM Tactical Analysis Team are also assigned to the MILGP Commander. |
