President Bush Announces His Intention To Nominate Hugo Llorens To Be Ambassador of the United States of America To Honduras
The President intends to nominate Hugo Llorens, of Florida, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Honduras. Mr. Llorens currently serves as Deputy Chief of Mission at the United States Embassy in Spain.
The United States will commit $39.6 million of FY 2007 funds to help countries in the Central America-Dominican Republic Free Trade Agreement (CAFTA-DR) enhance labor and environmental protection practices. The new funding will complement activities underway that received $19.84 million in FY 2005 and $39.6 million in FY 2006. These activities, both local and regional in scope, were identified in consultation with partner governments to ensure they address each country’s priorities. The U.S. Government Announces Its Intent to Apply a Textile Safeguard Measure on Cotton Socks
The Committee for the Implementation of Textile Agreements (CITA) today announced it has voted to notify Honduras of its intent to apply a textile safeguard measure on cotton socks imported into the United States. CITA made a determination that a safeguard measure is warranted with respect to imports of Honduran origin cotton socks based on the substantial growth in imports from Honduras.
Worldwide Caution on the Continuing Threat of Terrorist Actions and Violence against Americans and Interests Throughout the World
The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijackings and bombings.
Consular Section Announces Increase on Non Immigrant Visa Fees
On January 1, 2008, the fee to apply for any non-immigrant visa to enter the United States, including tourist, business, student and other visas, will increase to $131 dollars world-wide. The Department of State must periodically adjust fees, whether for visas or other services provided, to comply with U.S. federal legislation requiring it to recoup the costs of services through fees charged directly to the users of those services. Improvements in security and information processing systems, as well as inflation, have increased processing costs for both immigrant and non-immigrant visas, as well as for certain services provided to U.S. citizens.
State Department Report on Terrorism in the Western Hemisphere
The State Department released its Country Reports on Terrorism for 2007 on April 30, 2008. The report in the Western Hemisphere says, "Regionally based Foreign Terrorist Organizations (FTOs) in Colombia, and remnants of radical leftist Andean groups were the primary perpetrators of terrorist acts in the Western Hemisphere."

During a photo opportunity with Guatemalan President Alvaro Colom at the White House on April 28, President Bush said, "We talked about security and the need for the region -- Mexico, the United States and the countries of Central America -- to fight drug trafficking. I told the President that we are working hard to reduce demand for drugs here in America. And at the same time, we want to work in conjunction with strong leaders to make sure these drug traffickers don't get a stronghold."
Joint Statement by North American Leaders in New Orleans
A joint statement issued by the U.S., Canada, and Mexico at the end of the North American Leaders Summit in New Orleans on April 22 said, "The Security and Prosperity Partnership (SPP), based on the principle that security and prosperity depend on each other, is a useful mechanism that helps us to identify and pursue practical solutions to shared challenges in North America in a way that respects our individual and sovereign interests."

After spending more than six weeks crisscrossing Pennsylvania, Hillary Clinton and Barack Obama each claimed success in the state’s Democratic primary April 22. New York Senator Hillary Clinton won the most votes and a majority of Pennsylvania’s 158 pledged delegates, but she still trails Illinois Senator Barack Obama in the overall delegate count.

In her opening remarks at the release of the 2007 Report on Human Rights Practices, Secretary of State Condoleezza Rice said, "We gather today to support them and it is our hope that this Human Rights Report will highlight the obstacles that still stand in their way, so that they may bear the mantle of justice at least -- at less risk to themselves and to their families. This document is collected and written with the optimism that no corner of the earth is permanently condemned to tyranny."
